He is former Law Secretary, Govt. of India.
He is a Post Graduate, MA (Pol. Sc.) and LLM. He is a Gold Medalist in International law from Delhi University and has more than 40 years of experience in the field of Law.
He retired as Law Secretary from the Ministry of Law& Justice, Govt. of India where he worked for more than 25 years as an officer of Indian Legal Service.
He is recipient of National Law Day Award from International Jurists Association and also from Indian National Bar Association for contribution in the field of Law in Government sector. He is also recipient of Award for Leadership in ICT and Cyber Law jointly by TEMA, CMAI and Telecom Export Promotion Council of India.
He held various important positions in the Government of India including that of Member, Law Commission of India; Presiding Officer (Offg.) and Member, Securities Appellate Tribunal; Chairman, Adjudicating Authority, Prevention of Money Laundering Act; Judicial Member, Income-Tax Appellate Tribunal. He has also worked as Legal Expert with the Govt. of Guyana (South America) for a period of two years. He has negotiated many bilateral agreements with various countries on behalf of the Govt. of India.
His affiliations include as Life Member, Indian Institute of Public Administration; Life Member, Indian Law Institute; Life Member, International Centre for Alternate Dispute Resolution (ICADR), Member, Delhi High Court Bar Association. He is registered as Advocate with the Bar Council of Delhi.
