"Dr. Anatoliy Kremenchutskiy is a distinguished academician and ICT expert with a profound legacy in education, research, and development. He earned his PhD in Telecommunication from the Moscow Institute of Telecommunication in 1985, focusing on digital signal transmission technologies. He also holds B.S. and M.S. degrees in Electrical Telecommunication from the Tashkent Institute of Telecommunication, where he graduated in 1979.
Dr. Kremenchutskiy has contributed significantly to the academic landscape through his research and leadership roles. As an Advisor to the Rector of L. N. Gumilyov Eurasian National University (2011–2017), he played a pivotal role in establishing the India-Kazakhstan ICT Centre of Excellence, promoting collaboration in supercomputing and telemedicine. He also spearheaded the design of knowledge networks connecting Central Asia and India.
Throughout his career, Dr. Kremenchutskiy has combined academic insights with practical ICT implementations. Under his leadership as Director of the India-Kazakhstan Centre of Excellence in ICT (IKCEICT) since 2014, he has overseen advanced research, PARAM BILIM supercomputer management, and capacity-building projects, fostering global collaborations in technology.
He has further enriched academia as a lecturer and mentor, including part-time teaching roles at the Academy of Public Service in Kazakhstan and supervising over 100 research and development projects. His extensive contributions have influenced ICT education, digital infrastructure design, and innovation strategies across Kazakhstan and beyond.
